Leicester City were subject to a transfer embargo for five weeks in the summer due to the EFL's Salary Cost Management Protocol (SCMP).

The club brought in 16 players and sold 34 in a much-needed overhaul of the playing squad following relegation from the Championship. Russell Martin was allowed to bring in players he had worked with before, with the City boss having a hand in the club's transfer business alongside James McCarron and Jon Rudkin.

Leicester started their League One campaign slowly, winning just two of their first eight games, but have now picked up back-to-back wins for the first time since November. Tuesday night's victory at Bromley was their biggest league win since April 2024.

BBC Sport has reported that the club was placed under a transfer embargo for five weeks during the summer. An independent Club Financial Review Panel reportedly ruled that future Premier League distributions could not be included in City's SCMP calculation to increase its spending capacity.

The embargo meant the club had to raise funds through player sales before bringing in new players. Jeremy Monga and Abdul Fatawu, two of City's biggest departures, left in mid-July, with Conor Chaplin arriving just five days after Monga moved to Manchester City.

LeicestershireLive understands that the embargo did not affect Leicester's summer transfer plans, with the club remaining below the SCMP limit for this season. It's understood that the timing of the embargo only altered the order of transfers that were completed in a summer of change at the King Power Stadium.

The rules are in place for all League One and League Two clubs and were approved for the new season. Under the SCMP, League One sides can spend 60% of their turnover on wages and transfer fees. Clubs relegated from the Championship - Leicester, Sheffield Wednesday and Oxford United, although the latter were also under an embargo - are permitted to spend 65% during their first season in League One.

City began pre-season without any new signings, with Chaplin and Alex McCarthy arriving on July 16. Liam Cullen arrived on July 31 before the majority of their business was done in August.
