City's tame, sloppy start was made worse when they lost the returning Eliot Matazo inside 10 minutes and then Charlton's positive start was rewarded when Charlie Kelman beat Semi Ajayi to curl in a terrific opener.
Deep into added time at the end of a desperately poor first half, Paddy McNair's deep corner found the head of John Egan to level it up.
City had moments in a much-improved second half but were punished again when Jayden Fevrier was allowed to find the bottom corner from the edge of the box, with just over 20 minutes left. They were left to reflect on another game where they've failed to win, and see their hopes of a top six finish slipping away.

Here's how Tigers reporter Barry Cooper rated the players at The Valley on Saturday afternoon in the capital....
Ivor Pandur: Early save to thwart Conor Coady, spilling it before collecting under pressure. Had no chance with the opener which was a stunner. Didn't see the second until it was too late. 6/10
Ryan Giles: Couldn't really impact the game going forward early on, and had it tough going the other way. Saw more in the second half, before coming off. 6/10
John Egan: Caught out early when Kelman spun him and carved out a chance, but dragged City level on the stroke of half-time with a back-post header. Will go down as one City's best performers this season. 7/10
Lewie Coyle: Couldn't get out to stop Charlie Kelman's strike. Took a kick and then hauled down Kelman to pick up a booking, which summed up City's sluggish, sloppy start. Poor cross late on when inside the box. Got back well in stoppage time to deny a third. 6/10
Eliot Matazo: It's been a long, long 14 months, but the Belgian returned to the starting XI and inside five minutes it looked like he was in trouble, needing lengthy treatment but was able to carry on for a few moments before being forced to leave the action after barely 10 minutes. A real blow for the Belgian, and you just hope it is not as serious as it looked when he first went down. 6/10
John Lundstram: Slow start, couldn't get his boots on the right feet before settling down as it wore on. 6/10
Matt Crooks: Tried to make things happen in the final third in the first half, but struggled to get on the ball enough. Dropped back into midfield in the second period. 6/10
Joe Gelhardt: Another half where he was rarely in the game. Did have one good chance in the first period, but shot wide from the edge of the box. Had another early in the second without hitting the target. 6/10
Liam Millar: Cleaned out early on, and always looked to try and get forward when he could. Good run found Gelhardt, who shot wide. 6/10
Oli McBurnie: Another half where he had little to no service early on. Huge header away inside his own box in the second period from a corner. 6/10
Paddy McNair (for Matazo 10): Early introduction into midfield and saw plenty of the ball. His corner at the end of the half found Egan to head in the equaliser. 6/10
Mo Belloumi (for Ajayi 46): Introduced at the start of the second period, and sent in a gorgeous ball with the outside of his boot which almost fashioned a chance for McBurnie. 6/10
Kyle Joseph (for Gelhardt 62): Great block in stoppage time to stop a third, which may yet prove important in terms of goal difference next week. 6/10
Regan Slater (for Millar 62): Got on the ball after coming on, and looked confident. Surely has to start on Saturday? 6/10
Lewis Koumas (for Giles 78): Good chance to fire in, but didn't connect with a volley from eight yards out. 6/10
